A newly established health-focused research organization within the U.S. Department of Health and Human Services is dedicated to driving rapid, transformative advances in human health. The agency is designed to operate with significant autonomy and speed, enabling investment in ambitious, unconventional research initiatives with the potential for large-scale impact.
The Business Financial Manager (BFM) is a key contributor to this mission, delivering end to end financial, business, and administrative support across research programs. This position partners closely with Program Managers and leadership to guide budget development, execution, tracking, and long-range planning, ensuring programs remain financially sound and aligned with agency objectives.
Key Responsibilities
Financial Planning and Oversight
- Create, update, and manage detailed financial models and projections for assigned research programs.
- Support strategic budget formulation and execution to enable successful implementation of program goals.
- Review financial and operational data to identify trends, risks, and potential opportunities.
- Assemble and present financial reports, briefings, and analyses for leadership and external audiences.
- Ensure adherence to federal financial statutes, regulations, and internal policies; contribute to audits and recommend improvements to financial controls and procedures.
Program and Budget Support
- Support Program Managers with budget formulation, execution, expenditure analysis, and forecasting.
- Maintain visibility into program funding levels, obligations, and spending requests.
- Respond to recurring and ad hoc budget data requests and design tools to support office-level financial management.
- Develop, maintain, review, and track standard operating procedures for program office activities.
Administrative and Operational Support
- Coordinate logistics for program meetings, workshops, and related events.
- Draft and refine correspondence, presentations, and briefing materials tailored to varied audiences.
- Oversee travel arrangements and reconcile program-related expenses.
Coordination and Stakeholder Engagement
- Collaborate with multidisciplinary internal teams that may include technical, scientific, and operational personnel.
- Establish and sustain working relationships with external partners such as contractors, research performers, funding recipients, and other government organizations.
Required Qualifications
- Bachelor's degree in accounting, finance, or a closely related discipline.
- Five or more years of experience in financial or budget management within the federal government, ideally supporting research and development programs.
- A minimum of one year supporting an Advanced Research Projects Agency–style organization (e.g., DARPA, IARPA, ARPA E, HSARPA, or a comparable entity).
- Demonstrated experience in at least two of the following areas:
- Developing, forecasting, organizing, and maintaining budgets and financial milestones
- Preparing and coordinating budgetary or acquisition documentation
- Planning and executing meetings or events
- Producing briefings for both technical and nontechnical audiences
- Working daily with diverse internal and external stakeholders using strong communication and organizational skills
- Proven capability supporting government programs through business operations, budget formulation, and office-level financial management.
- Experience with budget execution, compliance, process improvement, internal controls, and audit preparedness.
- Strong working knowledge of federal financial management rules, policies, and budget processes.
- Hands-on experience using financial modeling methodologies or tools.
Proficiency with standard productivity software (e.g., Microsoft Excel, Word, PowerPoint, Project). - U.S. citizenship or lawful permanent resident status.
- Active Public Trust clearance or the ability to obtain one.
Preferred Qualifications
- Familiarity with end to end business, financial, and program management practices within a technical research office.
- Understanding of the federal acquisition lifecycle and associated processes.
